I think what you are all thinking of Siberia when you say "Russia is cold" is Siberia in winter but as Alessandra said even there it can get quite warm in summer

But Russia is a really huge country and Siberia (one of the coldest parts of it) is just A PART of it. There're losts of rather warm, even hot in summer regions, and, besides, bears don't walk there on the streets, as some people think

And Volokamsk is a warm place, so motogp wouldn't turn into ice-racing
